Carl was raised in Phoenix, Arizona, and relocated to California in 1989. In the same year, he and his wife bought their home in Del Paso Manor. Carl graduated from Arizona State University with a Bachelor of Science degree, and is a Certified Public Accountant registered with the State of Arizona.

Carl works in the transportation industry and serves as the Chief Financial Officer for a trucking and warehousing concern. Over the past three decades, Carl has been involved with many community organizations including the Active 20-30 Club of Sacramento, the Country Club Alliance of Neighborhoods, and the Advocates for Ardern Arcade. Favorite pastimes include cycling with his wife along the American River Parkway and travel. He is honored to be working with the residents, business owners, District staff, and Board colleagues to keep our water safe, reliable, and affordable.
